Purpose 
This project has two main goals for providing education and early intervention for children with
disabilities. The first will take to scale professional development activities that support positive
behavior and result in improved performance and increased achievement for children with disabilities
and their non-disabled peers. The second will coordinate related efforts across systems. Specifically,
this will manifest in three main objectives: (a) to provide a Leadership Development Institute for 10
new sites; (b) strengthen implementation of Positive Behavior Interventions and Supports (PBIS) in 17
 current model sites that were trained in PBIS; and (c) expand implementation of PBIS in EI/ECSE
programs.

Method   
The project will result in systems coordination and improvement across agencies providing
professional development for individuals who work with children with disabilities and their families. 
It will particularly focus on sites where families have low income and are limited English proficient.

Products  
The following products are expected to be provided: (a) training in research-based PBIS, functional
assessment, instructional strategies, and the NNPS model for family involvement; (b) subgrants to the
10 sites to facilitate the development of an action plan for implementing LDI content; (c) before/after
school EI/ECSE staff on leadership teams for training; (d) Technical Assistance to implement LDI
content; (e) mentoring from previously developed Nebraska State Improvement Grant model sites; (f) 5
model sites where PBIS is being implemented in elementary buildings with before/after school and
EI/ECSE programs and other early childhood partners; (g) training for 17 sites  in management
strategies for secondary-tertiary behavioral needs and other needs identified by the advisory committee;
(h) 7 facilitators in Omaha and Lincoln Public schools who will work to help write action plans to
support implementation of PBIS; (i) 5 teams trained per year in Early Childhood Planning Regions in
the "Early Childhood Framework for Positive Behavior Supports"; (j) 5 PBIS demonstration sites
across EI/ECSE Planning Regions; and (k) shared professional development strategies on early
childhood behavior management through regional training coordinators and their partners.
