Purpose
The three goals of this project aim at ensuring that students with disabilities are educated and supported by highly qualified personnel. The goals are to: (a) develop inservice personnel development programs that result in highly qualified special education personnel; (b) revise and reform the Pennsylvania Special Education Certification to result in highly qualified special education personnel; and (c) develop preservice programs that result in highly qualified special education personnel.
