Purpose
This project will: (a) provide professional development activities; (b) develop and implement initiatives to promote recruitment and retention of highly qualified teachers; (c) carry out programs and activities to improve the quality of education personnel; (d) reform special education and regular education teacher certification, recertification, and licensing requirements; (e) assist Local Education Agencies (LEAs) to serve children with disabilities through the development and use of innovative strategies to deliver intensive professional development programs; and (f) support activities that ensure that teachers are able to use challenging State academic standards, student academic achievement and functional standards, and State assessments for all children with disabilities to improve educational outcomes for children with disabilities.

Method
The project will have a multi-systemic, comprehensive, and coordinated system of supported, evidence-based, preservice and inservice Professional Development (PD) activities systematically delivered in partnership with two Statewide technical assistance centers and teacher preparation programs at five institutions of higher education. Activities and practices are strategically embedded in State certification standards, programs of study in educator preparation programs, and the professional development plans of five participating LEAs and their personnel.

Products
The project will result in improvements in the social-emotional development and literacy readiness of very young children (birth to 3) and the behavior, performance, achievement, and secondary transition success of children and youth with disabilities (ages 3 to 21) in New Hampshire. Specific indicators will include: (a) improved social-emotional skills; (b) improved acquisition and use of literacy knowledge and skills; (c) reductions in major problem behaviors, suspensions, expulsions, and dropping out of school; and (d) increased rates of student graduation, competitive employment, and enrollment in postsecondary education.
