Purpose
The goals of this project are to improve the instructional climate of Kentucky's schools through a Positive Behavioral Interventions and Supports (PBIS) model; improve postsecondary outcomes for Kentucky's students with disabilities; build the capacity of Kentucky's schools to increase academic achievement for students with low-incidence disabilities; increase and retain the number of special education teachers; and improve early childhood transition and overrepresentation in early childhood programs.

Method
Evaluation data will not only be used for reporting and accountability purposes but will be an active component of project management and program improvement efforts. Partners in this project include: (a) faculty and staff from eight Institutions of Higher Education (IHEs), including Eastern Kentucky University, Kentucky State university, University of Kentucky, and the University of Louisville; (b) State agencies, including the Office of Vocational Rehabilitation, the Center for School Safety, and the five early childhood Regional Training Centers; and (c) miscellaneous partners such as the aforementioned cooperatives and the Kentucky Special Parent Involvement Network (KY SPIN).
