Purpose
This project has two goals: to improve literacy/reading and math skills for students with disabilities (pre-K through 12) by using research-based instruction/interventions; and to provide sufficient numbers of fully certified and highly qualified special education teachers to meet the needs of students with disabilities.
Method
To achieve these goals, the project will implement scientifically based curriculum, including "Early Steps to Literacy," and the recommendations of the National Council for Math in three new sites. Teachers (K-3) will be trained using two revised modules that emphasize screening, assessment, progress monitoring, and scientifically based literacy and math interventions for nonresponders. Teachers in grades 4-12 will use "Success for Struggling Readers, Multiple Practices for Activating Comprehension in Teaching" and "Creating Independence Through Student-Owned Strategies," while monitoring success within an RTI framework. Teachers will be trained in effective practices and working together with parents on enhancing achievement for their child. The Department of Education, Institutes of Higher Education (IHEs), and local education agencies (LEAs) will partner to develop a "Grow Your Own" program and a career ladder in an effort to use local talent that will remain in the community. Barriers that prevent Delaware LEAs from hiring fully certified and highly qualified special education teachers will be identified and removed. To combat attrition and large discrepancies between general and special education classrooms taught by highly qualified teachers, IHEs will assist LEAs in increasing the number of fully certified and highly qualified teachers.
