Purpose
This project aims to build on success from the previous State Improvement Grant in the areas of: (a) reading skills; (b) student behavior and discipline; (c) student engagement; and (d) recruitment, retention, and ongoing professional development of teachers and support personnel.

Method
Specifically, the project intends to move the success of its reading programs to a younger age (3-5) to stimulate early language development for later school success. This project will further implement intervention math programs in elementary schools to narrow the gap between general and education students. Secondary-level programs will be implemented where large gaps in achievement are preventing special education students from passing exit examinations and graduating with regular diplomas. The program’s positive behavioral supports program will be replicated to scale, involving 50% of the local education agencies by the end of the five-year program. Recruitment and retention efforts will be enhanced to combat the retirement of baby-boom generation teachers, low first-time teacher retention, and an imbalance between supply of and demand for special education teachers.
